If you've held off on selling because you don't want to give up a mortgage rate from a few years ago, you're not alone. That hesitation has kept a lot of well-located, move-up homes off the market — including some right here in Charlotte and around Lake Norman. A new bill in Congress is aimed directly at that problem.
The Bill
On August 3, 2026, Congressman Thomas Kean Jr. (R-NJ) introduced the Making Ownership Viable for Everyone Act, known as the MOVE Act. The bill would require Fannie Mae and Freddie Mac to begin purchasing and securitizing "portable mortgages" — loans that let a homeowner carry their existing interest rate, remaining balance, and loan term over to a new property, instead of starting over with a new loan at today's rate.
In plain terms: if this becomes law, selling your current home wouldn't automatically mean trading your rate for a higher one on the next purchase.
Why It Matters for Move-Up and Relocation Buyers
For homeowners considering a move — whether it's upsizing, downsizing, or relocating to the Lake Norman area — the math right now often doesn't work. Even a home that no longer fits can feel like the better financial choice once you factor in what a new mortgage would cost. Portable mortgages would remove that penalty, freeing up both buyers and sellers to make a move based on what they actually need, not what they'd give up to get it.
For the luxury segment specifically, this could ease some of the inventory tightness we've seen: more current owners willing to list, because moving no longer means resetting their financing from scratch.
Where Things Stand
It's important to be clear about where this is in the process: the MOVE Act has been introduced and referred to the House Committee on Financial Services. It has not been passed, and it currently has no cosponsors. Most bills at this stage don't become law, and if it does move forward, the timeline and final details could look different from what's been proposed. This is one to watch, not one to plan around yet.
